If you want to convert one image to one PDF file or multiple images to a single PDF file, Image to PDF Converter Free is perhaps a freeware you will like for its ease of usage. Practically what you should do is nothing more than just adding the images you want to convert to the waiting list within the program, hit the convert button and pick where you want to save the results.

Now, for 36 JPEG images, it does the convert pretty fast. Before starting the conversion, some information can be added such as title, subject, author, keywords and producer. The page size can be changed as well. If you choose to convert multiple images instead of one by one, you can change the position of each image to manage which ones appear on the first pages and vice versa by using the up and down buttons.
