IZArc
IZArc is one of the popular free compression/extraction programs that has a built-in archive converter. You can convert between archives like zip, 7z, tar, jar, lzh, blackhole, bga, cab, tar gz and convert rar to any of these.
To convert rar to zip, or to any of the supported formats, run IZArc and open the rar file. Then, click the “Tools” menu and select “Convert Archive”.

Select the archive format that you want the rar file to be converted to. Click “OK” when you done with the selection.

There you have it. Check the directory where you keep the rar file to find the conversion result. The rar file stays untouched.
ArcConvert
This one supports more archive formats compared to IZArc. Additionally, you can also convert any of the supported formats to rar, but you’ll have to first install a registered Winrar to be able to do so.

To do the conversion, load the archive into the application and then select the appropriate format for the original archive to be converted to. Click convert and all done. ArcConvert will warn you when the new archive has bigger size compared to the original one and offer to delete it, but you can keep the new archive if you insist.
