Reduce image size with Radical Image Optimization Tool (RIOT)
Reducing image size is especially needed when you want to use an image on the web either to display it in a gallery, upload to a photo sharing site, or whatever it is. This size reduction is intended for speed. Now, there are indeed many free image editors and even free image viewers that have built-in tool to reduce image size, but perhaps you want a more straightforward application to do it.
Then meet RIOT, the Radical Image Optimization Tool. RIOT is a freeware letting you to reduce image size instantly in a side-by-side environment and save the optimized image in JPEG, PNG, GIF images.
RIOT displays the original and optimized images in two different panes of a main window. If you want to reduce JPEG image size, every time you move the slide bar to specify how high or low the quality of the picture is, the result or the quality reduction effect can be seen on the optimized picture in real time.

Still in JPEG setting, there is an interesting menu by which you can compress the JPEG images to the size you want. Click the button “Compress to size”, enter the desired size in kilobytes (KB), and hit the “Ok” button. The optimized picture will reflect the size reduction instantly and the size itself can be seen at the bottom of the optimized picture pane.
If you prefer to save the image to GIF or PNG, the setting you will find will be different. But some features will remain such as the “compress to size” (in JPEG and GIF) and other common image editing tools like zooming, flipping, rotating and resizing.
A great news for IrfanView users, aside from the stand-alone version, you can also download it as an IrfanView plugin either the lite or extended version. Both are free. I suggest to download the extended one since it allows you to open many image formats, not just limited to bmp, jpeg, gif and png.
