This free utility allows you to use your mouse wheel to increase or decrease Windows volume. By using any of the offered combinations, you can utilize the mouse wheel to control volume only in certain condition, like when you press an additional keyboard key. 
You can increase or decrease Windows volume by double-clicking the windows volume icon on the tray and drag the appropriate slidebar control until you get the level of the volume you want, or checking the “mute all” box to mute Windows volume. But it surely is a waste of time if you often adjust the volume control and that you have to go through the Windows volume applet everytime you need to do it.
